+ What is CDG Grant?

Capability Development Grant (CDG) is a financial assistance program managed by Enterprise Singapore, formed through the merger of SPRING and IE Singapore. CDG Grant is designed to help Small and Medium Enterprise (SME) such as yourself, develop your company’s internal capabilities across 10 key business areas. Thanks to CDG, SMEs can get up to 80% funding for qualifying projects.

Please note that CDG has ended on 24 October 2018. It has been replaced by Enterprise Development Grant (EDG) . EDG was launched on 25 October 2018 to support companies in the upgrading of business capabilities, innovation and internationalization.

+ What is EDG Grant?

The Enterprise Development Grant (EDG) was launched on 25 October 2018. EDG is a single grant that supports companies in the upgrading of business capabilities, innovation and internationalization. EDG replaces the Capability Development Grant (CDG) and the Global Company Partnership (GCP) with effect from 24 October 2018. EDG will support Singapore companies of all sizes on their growth journey through capability development and/or internationalization under three new pillars:

  1. Core capabilities
  2. Innovation and Productivity (Our specialization)
  3. Market Access

Thanks to EDG, SMEs can get up to 80% funding for qualifying projects.

+ How different is EDG from CDG and GCP?

The Capability Development Grant (CDG) provided support for companies in the areas of capability development and the Global Company Partnership (GCP) Grant provided support to companies for internationalization. Enterprise Singapore streamlines both CDG and GCP consolidating it as a single grant. EDG supports projects under three new pillars : Core Capabilities, Innovation and Productivity, and Market Access.

+ Is there a change to the 10 key business areas that were previously used in CDG?

Yes. The 10 key business areas within the Capability Development Grant (CDG) were:

  1. Branding and marketing
  2. Business Excellence
  3. Business model transformation
  4. Standards adoption
  5. Financial management
  6. Human capital development
  7. Intellectual property
  8. Enhancing business processes for productivity (Our specialization)
  9. Service excellence
  10. Product Development

+ How do I know if I’m eligible for CDG?

Please note that CDG has ended on 24 October 2018. It has been replaced by Enterprise Development Grant (EDG) which was launched on 25 October 2018. You can no longer apply for CDG. Please check EDG and its eligibility criteria.

+ How do I know if I’m eligible for EDG?

If your company:

  1. Is registered and operating in Singapore
  2. Has at least 30% local shareholding
  3. Is in a financially viable position to start and complete the project

Congratulations ! You’re eligible for the Enterprise Development Grant (EDG). All applications will be assessed by Enterprise Singapore who will take into consideration your needs, the project scope and the competency of the certified management consultants (Optimal Cost) to aid you in Process Redesign and Automation under Innovation & Productivity.

+ How much grant support can I receive for EDG and is there a cap to the funding?

Thanks to EDG, SMEs can get up to 80% funding for qualifying projects while non-SMEs can get up to 60% funding for qualifying projects.

+ Can I start working on a project before applying for EDG?

We can only begin working with you on or after the project commencement date stated in your Enterprise Development Grant (EDG) application, after it has been submitted to Enterprise Singapore. The actual grant awarded is subject to Enterprise Singapore’s approval.

+ How long does it take for me to know the results of my EDG application?

As a general guideline, Enterprise Singapore would give a feedback on the status of the Enterprise Development Grant (EDG) application within 8 to 10 weeks from submission. In certain cases where the application either lacks clarity, documentation or in the event Enterprise Singapore requires additional clarifications or documents, the process might take more time.

+ What are the supportable items / activities under EDG?

  1. Core capabilities

    a. Projects under this pillar help businesses prepare for growth and transformation by strengthening their business foundations.

    b. The five areas supported include business strategy development, financial management, human capital development, service excellence, and strategic brand and marketing development.

  2. Innovation and Productivity

    a. Projects under this pillar support companies that explore new areas of growth, or look for ways to enhance efficiency

    b. The three areas supported include automation, process redesign, and product development.

  3. Market Access

    a. Projects under this pillar support Singapore companies that are willing and ready to venture overseas.

    b. The four areas supported include Mergers and Acquisitions (M&A), Overseas Marketing Presence (OMP), pilot project and test bedding, and standards adoption.

Enterprise Singapore (ESG) is the government agency championing enterprise development. ESG works with committed companies to build capabilities, innovate and internationalize. They also support the growth of Singapore as a hub for global trading and startups. As the national standards and accreditation body, they continue to build trust in Singapore’s products and services through quality and standards.

+ What are the relevant documents I require to apply for the EDG?

Once you have officially appointed us as your certified management consultant, we will guide you through the Enterprise Development Grant (EDG) application process and the relevant documents required for submission.

For all projects, the documents required for Enterprise Development Grant (EDG) are:

  1. Latest ACRA or Bizfile records (Less than 6 months)
  2. Latest audited financial statements (Less than 1 year)
  3. Proof of Quotation for relevant project cost items
  4. For projects where consultants are engaged, please provide the consultants' proposal detailing the scope of work, man-day breakdown of the service, as well as the CVs and scanned copies of Enterprise Singapore-recognised certification(s) of individual consultants

+ Is there a limit to the number of times I can apply for EDG?

No, there is no limit to the number of times you can apply for Enterprise Development Grant (EDG). Most importantly, there is also no limit to the number of times you can work with certified management consultants such as ourselves. However, a project must be completed before a subsequent project can start.

+ How do I know if Enterprise Singapore has received my grant application?

Upon submission of the Enterprise Development Grant (EDG) application, you’ll receive a pop-up notification to confirm that your application has been submitted successfully. Subsequently, you will also receive an email as an acknowledgment of your grant application.

+ What is the duration for a typical EDG project?

Depending on your project scope, a Enterprise Development Grant (EDG) project may take between 12 to 18 months to complete.

+ How do I check the status of my grant application?

To check the status of the Enterprise Development Grant (EDG) application submitted, please log in to Business Grant Portal under “Current Projects”. You will also receive an email on the outcome of the EDG application within six to eight weeks upon receipt of the completed project information.

+ Am I allowed to revise my EDG application after I have submitted it?

No. Once you have submitted your Enterprise Development (EDG) application, you’re not allowed to make any changes. In the event the application is incomplete, Enterprise Singapore officer may ask you to make changes or provide the missing information, and re-submit the application.

+ Can Optimal Cost apply for the EDG on my behalf?

+ How long does it take for the grant to be disbursed?

Upon project completion, Enterprise Development Grant (EDG) claims should be submitted to the Enterprise Singapore auditor and Enterprise Singapore officers for final verification. With the complete receipt of both the project report and the audit report from the Enterprise Singapore auditor, Enterprise Singapore will proceed to process the grant disbursement. The funds will be disbursed within 6 to 8 weeks via GIRO to your designated bank account.

+ How do I claim disbursement of EDG once my EDG-approved project is completed?

  1. You must select an auditor from Enterprise Singapore’s pre-qualified panel (don’t forget to get a quotation before making your choice).
  2. Once you’ve selected an auditor from the pre-qualified panel, you must send all the supporting claim documents to him/her.
  3. You can either send the supporting claim documents via the Enterprise Singapore Grant Portal or by Post.
  4. All claims must be sent to Enterprise Singapore within six months from the scheduled completion date of the project. Please note that any claims that are sent after the six months validity will be deemed lapsed.
  5. The auditor that you have appointed will verify your claim documents and issue an audit report once the verification process is completed. In the event the claim documents are unclear or require more clarifications, the auditor will contact you.
  6. Subsequently, an Enterprise Singapore officer will contact you to verify the completion of the project and deliverables met based on the project report you had submitted.
  7. With the complete receipt of both the project report and the audit report from the auditor, Enterprise Singapore will proceed to process the grant payment.

+ Is it a mandatory requirement to engage an auditor for the EDG claim process?

Yes, you’re required to engage an auditor from the Enterprise Singapore’s pre-qualified panel . This must be done prior to the submission of the claims via the Enterprise Singapore Grant Portal. The auditor you’ve engaged will follow up with you should further clarifications be needed with regards your application.

CERTIFIED CONSULTANTS 

+ What does the term certified management consultant mean?

With effect from 01 January 2017, when you engage consultants to work on your Capability Development Grant (CDG) / Enterprise Development Grant (EDG) projects, they must be possess a management consultant certification that is recognized by Enterprise Singapore, as part of the Consultant Quality Initiative (CQI) also introduced by Enterprise Singapore. In the event the consultant is not certified, Enterprise Singapore reserves the right not to support the consultancy fees incurred.

The purpose of CQI is to help SME such as yourself to:

  1. Select the right certified management consultant to guide you with your project

  2. Provide certified management consultant of high level of quality and professionalism

Enterprise Singapore has appointed three certification bodies through an open call-for-collaboration to develop and run certification programmes for management consultants that are aligned to TR 43:2015.

These certifications recognise individual management consultants who possess adequate know-how, competence, professional and ethical conduct to provide consultancy services, in accordance to TR 43:2015.

The three certification bodies are:

  1. Institute of Management Consultants (Singapore)

  2. Singapore PMC Certification Pte. Ltd.

  3. TUV SUD PSB Pte. Ltd.

+ What is TR 43:2015?

TR 43:2015 is a Management Consultant Standard that sets out the minimum acceptable professional standards and practices of individual certified management consultants. TR 43:2015 was developed by the Singapore Standards Council, SPRING Singapore / Enterprise Singapore and the Consultant Quality Management Working Group (CQM WG). SMEs seeking government grants for consultancy related costs under the Capability Development Grant (CDG) will need to engage management consultant with recognized certification under Consultant Quality Initiative (CQI). The management consultant certification is in accordance to the Technical Reference for Management Consultants (TR 43:2015) and ISO 20700.
